The 2nd Generation NHI reform provokes huge controversy. The Legislative Yuan was accused for trying to hasten the legislation process for the amendment of the NHI Act, despite the fact that there are no consensuses on 25 articles. The LY intends to skip the political negotiations and public hearing processes and to put the amendment into a vote. This intention provokes all stakeholders. For the first time, the private groups and the medical and the pharmaceutical industries unite against the legislature. They urge the legislators not to hasten the implementation.
The representatives of the NHI Supervision Alliance, the medical and the pharmaceutical industries pointed out that the KMT legislators are going to propose including the 2nd Generation NHI, ECFA and the bill of the Regulation for Rural Regeneration in next week’s extraordinary legislation section. The stakeholders worried about the quality of the assessment.
Sun Yo-Lien of the NHI Supervision Alliance pointed out that Yang Li-Huan, the Convener of the Hygiene and Environment Committee of the LY, promised that the negotiation would be continued after the preliminary review of the draft of the NHI Act amendment. But, in fact, nothing has been done since the first review.
Sun criticized that this legislation process has no quality, and is neither fair nor transparent. Even the scope of the taxable income and the government’s share of contribution are not concluded yet.
The stakeholders urge the LY to leave the NHI Act Amendment to next legislation session and, in the mean time, try to build consensuses on all controversial issues through holding public hearings.
Sources had it that the LY has not yet decided when the extraordinary session will be held. Yaung Chih-Liang, DOH Minister, expressed that the schedule will be finalized after consulting with the members of the Hygiene and Environment Committee. Yaung said that if consensuses have to be made before the assessment, then there will be a lot of waiting to do.
