The Legislative Yuan is now reviewing six bills, including the 2nd Generation NHI bill, in the extraordinary legislative session. However, the future of the 2nd Generation NHI bill is still uncertain as there are different voices even within the ruling party. Yaung Chih-Liang, DOH Minister, expressed that the poor will be better off with the new NHI system. Therefore, he will do his best to communicate with lawmakers.
After the 2nd reading of the ECFA bill and its corresponding measures, the LY continues reviewing other bills on the agenda, including the NHI Act amendment. However, even the KMT members have different views of this controversial bill; its future is not yet clear.
Yaung Chih-Liang pointed out that the NHI reform is controversial. The DOH has been trying to build up consensuses through holding public hearing sessions, running committee meetings and collecting opinions from the public. Yaung said that so far the KMT lawmakers are basically heading for the same direction. Yaung conceded that there is a time constraint which is a major obstacle for the enforcement of the NHI bill; but, he will make every effort to push this bill through.
Yaung said that the NHI reform affects all stakeholders' interests. As the NHI resources are to be reallocated, some people oppose this reform. Despite of the difficulties, Yaung said he will stick to the NHI reform until the last minute, considering that the reform will benefit the poor and create a sustainable NHI system.
