Yaung Chih-Liang: Chang Gung may be downgraded if insisting on partnership with doctors (2010/07/14)
Reported by Chen Hui-Hui and Zhan Chien-Fu from Taipei
The DOH Minister bashed Chang Gung Hospital for overcharging doctors for NHI and labor insurance premium fees. He stressed that if Chang Gung keeps insisting on the partnership with doctors, Chang Gung may be revoked with the status of a medical center and be downgraded to a district hospital. In the worst case, the DOH may order the hospital to close down, warned Yaung.
The BNHI added that downgrade will lead to a reduction on payment standards.
Yaung Chih-Liang held a press conference yesterday and said that the DOH has issued an official letter to Chang Gung and demanded the hospital to clarify its legal relationship with doctors. Shi Chung-Liang said that a copy of this official letter has been forwarded to every hospital.
Yaung pointed out that if the Chang Gung insists on its partnership with doctors, the hospital not only fails the hospital accreditation, but also has to face a downgrade to a district hospital. What's more, if it fails to meet the baseline ratio of doctors to hospital beds, then the DOH could order a closure.
Shi Chung-Liang criticized Chang Gung for holding two sets of accounts, one for the DOH and one for the Tax Office. "Chang Gung has been cheating one of the authorities," said Shi.
According to the standards for the establishment of hospitals, Chang Gung should hire 800 doctors to cater for the 7600 hospital beds. Chang Gung replied that they will explain in details to the DOH about the services rendered by their doctors.
