The DOH announced the results of the ER assessment, which shows that Mackay Taipei Hospital, Wanfang Taipei Hospital, Kaohsiung Medical University Hospital and Chung Shan Medical University Hospital failed to pass the first assessment. If those four hospitals fail the second stage assessment which is scheduled in the second half of this year, the DOH will revoke their status as a medical center.
The first stage ER assessment was carried out at the end of last year as part of the DOH's project to grade hospitals’ ER services. Among all 19 medical centers, every single one in Taipei city failed in the first stage assessment. All in all, only four hospitals passed the assessment, they are Changhua Christian Hospital, Kaohsiung VGH, Tung's Taichung Hospital and China Medical University Hospital.
Though NTUH, VGH and Chang Gung failed the initial assessment, they passed the follow-up reassessment last month. Liu Min-Xun from the DOH expressed that many hospitals failed the first assessment because of the shortage of hospital beds and health manpower.
Mackay Taipei Hospital, Wanfang Taipei Hospital, Kaohsiung Medical University Hospital and Chung Shan Medical University Hospital were disqualified for the follow-up reassessment because they have failed more than three-fifth of the assessment items. Instead, they are subject to the second stage assessment. According to the BOMA, their failing in the assessment is mainly because of incomplete dossier. Now, they have more time to prepare the dossier.
The grading system of ER services will put hospitals into three categories based on their ability and capacity in handling severe cases, mild cases and minor cases. The assessment covers five major conditions, including major injuries, myocardial infarction, stroke, care for new born babies and high risk pregnancy and intensive care. To make the ER system more efficient, the DOH regulates that only those capable of treating severe ER cases can be qualified as a medical center.
