Another NT$10 Billion Thematic Fund: National Development Fund Partners with MOHW to Boost Taiwan's Biomedical Industry

Taiwan's National Development Fund (NDF) Management Committee has approved the Investment Program for Taiwan's Biomedical Industry, allocating NT$10 billion over the next ten years. The initiative becomes the eighth NT$10 billion thematic investment program under the NDF and will target biomedical companies with innovative technologies, strong clinical applications, and global market potential. Through government-led investment alongside venture capital firms, accelerators, and corporate venture capital (CVC) partners, the program aims to help companies overcome key challenges in research and development, clinical validation, and commercialization, while accelerating their expansion into international markets.

 

National Development Council (NDC) Minister and NDF Convener Yeh Chun-hsien(葉俊顯) stated that the biomedical sector has the potential to become Taiwan's next "silicon shield." He noted that the initiative supports President Lai Ching-te's Healthy Taiwan vision and follows recommendations from the Executive Yuan's Bio Taiwan Committee (BTC). By leveraging government investment to attract private capital, the program seeks to strengthen the growth momentum of Taiwan's biomedical industry.

 

Under the program, the Ministry of Health and Welfare (MOHW) will oversee project evaluation, review, investment decisions, and post-investment management. Supported by professional investment management teams and a regulatory sandbox mechanism, the program aims to enhance investment efficiency and optimize the use of capital. The NDF has also established an inter-ministerial coordination platform to integrate information across its thematic investment programs, strengthen cross-ministerial collaboration, and improve risk management.

 

Recognizing the long-standing funding gap faced by Taiwan's biomedical startups during technology translation, clinical validation, and commercialization, the government said the program will focus on companies with cutting-edge technologies and international competitiveness. By leveraging public investment to attract domestic and international private capital, the initiative aims to accelerate the development of Taiwan's biomedical innovation ecosystem and position the country as a globally influential biomedical innovation hub.
