Minister of Health and Welfare Hsueh Jui-yuan says National Health Insurance global budget calculation to adopt four-year MCPI

During a May 30 forum on improving cancer care under the National Health Insurance system, Minister of Health and Welfare Hsueh Jui-yuan said that the growth rate of the 2024 global budget will exceed 4 percent, but the outcome remains to be determined through negotiations with stakeholders and will be published shortly.

As for the scrutiny against the inclusion of the four-year average medical care price index (MCPI) as one of the variables in the global budget’s calculation, Minister Hsueh said that the change has been tabled by the Ministry of Health and Welfare, as there is not enough time to carry out the required discussions with the National Health Insurance Committee.

As for concerns that the lower growth range of 1.1 percent will result in a NT$15 billion cut to the global budget, Minister Hsueh explained that as the lower growth parameter has not been used to set the global budget, the figure is of no significance, while also questioning the concerns of stakeholders.
