Negotiations on the National Health Insurance (NHI) global budget, which began in September, have come to an impasse, with payers proposing a budget of NT$920.748 billion and providers proposing NT$925.732 billion. Both proposals have been submitted to Minister of Health and Welfare (MOHW) Chu Tai-yuan for a final decision.
Liu Yu-chuan, director of the MOHW’s Department of Social Insurance, said that the latest projections indicate that no matter if the payers’ or providers’ proposal is adopted, the NHI reserve fund will remain at a level equivalent to two months of NHI expenditures.
National Health Insurance Committee (NHIC) Executive Secretary Chou Shu-wan said that the NHIC is scheduled to review the NHI premium rates on Nov. 20. Given that the NHI reserve fund is expected to remain above the legally mandated threshold by the end of 2025, the NHI premium rates are likely to remain at 5.17% without adjustment, pending final confirmation following procedural discussions.
